You should probably devote a lot of your time to writing, don't get too caught up with writer block just let your ideas flow. Save all the editing for the editing phase.
Also be sure to read a lot of other writers stories to get an idea of how you'd like your style to develop.
Fictionpress.com is great for sharring stories with other authors.
Babynames.com and seventhsanctum.com are good for coming up with names for characters and other things respectivily.
And the last tool I know of is nanowrimo.org. Nanowrimo stands for National Novel Writing Month. It's basically and giant self propelled contest to see if you can write a novel (50000 words) in one month (November).

I have to suggest ';Story'; by Robert McKee. It's focused on screen writing but it shows you how to create meaningful stories with meaningful characters. You should be able to find it in any major bookstore, it costs about 30 dollars and I promise you'll never write without it be your side :)

Personal tips:
1. Write something EVERY day
2. Join a writers group or forum, links below..
3. Have your work reviewed and do critiques of other peoples work. Invaluable for honing your skills
4. Read a lot (of high-quality writing)
5. Always aim high on the technical side. Check your spelling and grammar before you post your work or give it to someone else to read. Firstly, it shows you have pride in your work and secondly, these are the mistakes that everyone will point out and correct. Frustrating, when you really want feedback on your story.
6. Pre-plot your story/novella/novel to some degree. There are happy accidents, put it shows if you haven't put thought into your piece and have just sat down and scribbled what came to mind.

1. Use vivid terms and sentences.
2. Show, not tell!!!
3. Characterize your characters so that they are interesting and appealing to the reader.
4. Don't just describe scenery. It's boring.
