you could contruct the heads out of papermarche or the easier but more expensive option would to buy 3 large dog teddies, with heads bigger than your childs. cut heads off dogs bodies and sew them together at the sides. then get some furry fabric from the fabric shop and sew on to back and front of outfit/heads. also either remove stuffing from middle head so your childs can go in there. orrrrr somehow do it so you cut discreet vision holes in the body of the outfit so that the heads are above his head.
